Village Community Development Center, (VCDC) was founded in 1994 (Regd. No 66-051/052) District Administration Office, Sarlahi, as according to the NGO registration act 2034 and affiliated with the Social Welfare Council (2372/051/052) to act as a non- profit and non-governmental organization. The basic Philosophy of VCDC is to create awareness and promote understanding of the dynamics of the development process by empowering the local community and directly involving people in problem identification, planning, resource mobilization, implementation and evaluation of the programs. VCDC strives to serve as a vital link in the dynamic process of the people and environmental management that helps to enhance and sustain overall productivity. It is actively engaged in water supply and sanitation, mediation and discrimination against gender inclusion & gender related practices in our society and promotes renewable technologies and also developing new technologies to make it more diversified and versatile to meet rural needs.


 The vision of VCDC is to create a self-reliant society, economically productive, health and sanitation, environmental sound rural/appropriate technology, equitable and fostering democratic values.


The mission of VCDC is to empower the people by improving the social, economic, cultural and political conditions of the local community through judicious management of available resources and providing them opportunities for their own socio economic empowerment.

Goal and objectives

·  To create awareness and with the most disadvantaged and marginalized groups emphasis on women, Dalit, ethnic minorities and children;

·  To promote activities that benefit special target groups with their full participants in need assessment, program implementation, technology dissemination and development of their associations and cooperatives;   

·  To awareness about discrimination against gender inclusion & gender related practices in our society and promotes rural/appropriate technologies to make it more diversified and versatile to meet rural needs

·  To implement income generating program and micro- enterprises especially designed for  poverty alleviation, jointly with the target communities and local organization.

·  To undertake program in areas of rural communities development, health and sanitation, sustainable agriculture, rural infrastructure development and nature resource managements on a sustainable and environmentally friendly manner;

·  To establish self-reliant and self-governing local level organizations capable of solving their problems by themselves; and

·  To undertake action research in agriculture and soci-economic fields, focusing on pro-poor technology generation

Working Strategy

Assistance/ Partnership in Action Program

VCDC provides support service and motivates local community members to participate in technology need assessment, development and utilizations. It work in partnership with technology manufactures promoters and users to implement and evaluate action programs effectively.

Training and workshop:

VCDC provides assistance in conducting training and workshops for project staffs, organizations and grass root community leaders and promoters to develop and enhance their technical capability.

Technical Support Services:

VCDC provides technical services to govern-mental organizations (GOs), Stake holders, non-governmental organizations (NGOs), and community based organization (CBOs) as well as the users for promotion and dissemination of appropriate technologies.

Study Visit and Demonstration

VCDC organize study visit to familiarize with specific technologies that are being used successfully in various parts of the country. It provides a forum for the exchange of ideas and experiences to planners, researchers, promoters and community members engaged in the development, promotion and use of appropriate technologies.

Technology information and Documentations:

VCDC collets, processes and disseminates information on rural technologies in conjunction with its documentation unit. As a part of Documentation unit, various collections are also available in our resource center. Any individuals, organizations or institutions can be benefited from our resource centre as and when required.

Working Areas

VCDC is directly involved in various issue based rural development services which include: social mobilization, Gender, Rural water supply and sanitation, infrastructure development, rural health and sanitation, sustainable agriculture, income generation, micro enterprise, saving and credits, forest and environment management, socio economic development   as well as field action research, training, workshops, seminar and advocacy. We implement these activities all over the country based on principles of partnership and mutual agreement. Addressing immediate livelihoods concerns and changing the deeply rooted structural causes of poverty and major challenges of today’s development promotion experienced by VCDC. Thus all development interventions of VCDC are based on the 4 pillars of the poverty alleviation, Sanitation and livelihood improvement of beneficiaries which cover:

Brief history, work experience and description of major on-going activities

VCDC has cooperated and collaborated in many studies and activities with central government, local government, national and international non-governmental organizations in different field. The organization has done research on Gender Responsive Organization (CIDA), Livelihood and Forest (BISEP-ST), Capacity Building of Rural Poor on Renewable Energy( SARI-International), Study and Monitoring of Arsenic (AAN),  Water Minimization through NGO (Asia Foundation), Study on Sustainable Forest Management ( DFID-Nepal), Baseline and Final Survey Study, Flood Mitigation and Community Awareness( EU), Capacity Building of Rural Women in Micro Enterprises ( MOA), Water Quality and Sanitations Studies and Improvement, Community Development (UNICEF), Consolidating Capacities in Gender (CIDA) and so on.

 VCDC has implemented water supply and sanitation program in Saptari, Sarlahi and Udayapur districts in close cooperation with Fund Board. Point of use water Treatment and hand washing in flood affected districts focusing in Saptari, Siraha, Dhanusha and Mahottari districts in close cooperation with UNICEF/ENPHO .In same way VCDC worked with SNV Nepal for awareness on Water & Sanitation, CLTs, Community Led Sanitation for Poor  (CLSP) , Toilet constriction in low cost in Parsa ,Rautahat, Sarlahi , Makwanpur District . Environment management project is also implementing in Sarlahi district in support of BISEP-ST/DFCC. Income generating and infrastructure activities in six VDCs in Sarlahi district in partnership with PAF. Village Development Program in the same district in support of DLGSP.  Community Mediation Project in Sarlahi, Rautahat, Dhanusha, Mahottari, Siraha and Saptari districts in support of DFID/ESP. Sarlahi VCDC implementation in Twenty VDCs.   Churiya Livelihood Improvement Program in Ten VDCs of Sarlahi district. Local Governance and community Development Program ( LGCDP) in 6 VDC.   Dialogue on the constitution making process in 99 VDCs of is also in action. 

Moreover, the organization has published more than 30 publication in various issues related to Madheshi and other excluded community who are facing discrimination, exclusion, disparity and identity. The above mention projects are the major project of the organization. Some projects are in pipeline to be implemented.

 Now some projects are ongoing Community Mediation Project (CMP) in 20 VDCs & Poverty Alleviation Fund (PAF) in 6 VDCs income generation program & to keep peace, justice & social harmony in society. We are organizing Water & Sanitation training, awareness program also running coordination with DDC Sarlahi & Water and Sanitation Division Office, Sarlahi. Water supply and sanitation program in Saptari, Sarlahi and Udayapur districts in close cooperation with Fund Board. We provide drip irrigation facilities for vegetable farming. 

Likewise in Churiya livelihood improvement (CHULI) Program is working 10 VDCs of Sarlahi District. The entry point of the for Livelihood improvement intervention is organization and empowerment of poor Vulnerable and socially excluded (PVSE) women under popular Education Center (PECs) in identified  selection the interested hh than provide different types of training . Who have own land they used and who have not they made

Took lies land for some years for farming in the facilitation of organization both private & public land too. We supporting for fish keeping in lies for income generation & diversity in livelihood. In this project VCDC supported different kinds of buffalo, Cow, goat, pig keeping too. It helps them for income generation. In any activities First we get ready the business plan , agreement , procurement  committee formation  , monitoring committee formation & mobilization.   In Poverty Alleviation Fund have been working for small Farmers groups for livelihood improvement. We used the PRA tools for identified A B C D ranking than formation the Community based Organization (CBOs).  We helping them by gave training capacity building like vegetable farming(Tomato , Cauliflower, Cabbage , Brinjil, Radish ,Carrot etc)  vegetables  Cole crop vegetables , Leafy vegetables, bulb vegetables, legumes vegetable , Tender vegetables, in all seasonal and  sugarcane farming , Paddy , wheat farming training , supported the materials in staring time than we support for marketing. Frequently we are supporting the technical support too. In any activities First we get ready the business plan , agreement , procurement  committee formation  , monitoring committee formation & mobilization.

In Same way VCDC have experience on the UNDP /LRP program also supported for Animal husbandry, vegetable farming & other farming activities. In this program also used the Poverty pocket and poor Dalit marginalized committee for the livelihood improvement & access to services.

So, united they & formation groups name (CG) Community groups.In this program also supported different types income generation activities, training, discussion on food chain, market Place s& market price fixed idea, Business Plan prepared.   In any activities First we get ready the business plan , agreement , procurement  committee formation  , monitoring committee formation & mobilization.

 We are coordination with District Agriculture Office, Small irrigation, District Vetnary Office for better idea for livelihood options. Uplifting & give enterprisers look for self-dependent. Provided seed, irrigation facilities , technician support from related line agencies. All together we are working with   different 313 small farmer groups.

Organization and management:

Generally Assembly (GA) is the supreme body of the organization and has seven members including 32 life members. The GA elects a new Executive committee (EC) every three years and it also provides policies guidelines to the EC that is the responsible agencies for the implementation of the activities. The management Division is responsible for financial and administration as well as publication of maps, posters and books and research and reports .The research and Advocacy / Networking Division is responsible for wide-ranging research  related to the working areas of  VCDC . The findings of the research are incorporated in planning of development project. It is also responsible for advocacy and networking activities. The program Division is responsible for implementation, monitoring and evaluation of projects and their reporting.


VCDC, Sarlahi has worked, with a number of partners; Ministry of government of Nepal, international and national NGOs, bilateral and multilateral agencies, The major ones are: Canadian International Development Agencies (CIDA), Rural water supply and sanitation Fund Board, SNV-Nepal, Ministry of Agriculture and cooperative, Ministries of women, children and social well fare, Local Development fund, DDC, UNDP, World bank, DFID/ESP, Poverty Alleviation Fund (PAF), Care Nepal.

Management and internal Control: 

VCDC, Sarlahi has developed its own financial management and internal control mechanism (accounting system, internal reports and audit program) and has been using it for monitoring of the project, under implementation.

Administrative management is taken as a key factor that effective success or failure of the development endeavors. We have established lines of command and responsibilities and set rural regulation for hiring qualified employees, as per the need of the program

 VCDC, Sarlahi has developed participatory and self monitoring functional mechanism. The major components of internal monitoring and evaluation are: Action plan, monthly review, and Review and Executive committee meeting, Local level sharing workshop and periodic review.

VCDC, Sarlahi believes that every action generates new learning that is critically reflected from experiences and is based upon the goal of the project to achieve. New learning not necessarily depends on success cases only, rather failure cases also provide enough ground to learn 

Sustainability, participatory development as well as cost and time effectiveness constitutes to be the key elements to the Code of Conduct to the partnership being followed by VCDC. These aspects are supplemented with motivation, participation in community development and sustainable institution building at the grassroots level.

VCDC, Sarlahi is fully committee to the policy of anti-corruption, which is focused on participation of the beneficiaries, transparency, accountability and rule of law.

Sustainability Issue

VCDC is playing the role of facilitator’s organizations and thus, increased participation of the people in programs implementation is being managed through groups, in almost all grassroots level development activities. The target groups are being trained in such a way that they could be capable to sustain their activities over time. We have approach to concentrating to develop local cadre of human resources for the activities to be implemented in the particular area. Linkages of the groups are also developed with government and non-governmental organizations. Some Cooperatives are registration & motivation the community Small Farmer groups as agriculture Cooperatives.

Poverty Alliviation Fund

The Government of Nepal created PAF to reduce extreme poverty in Nepal and build a democratic, just, equitable and sustainable society.

Poverty Alleviation Fund (PAF)was established in 2003 as a special and targeted programme to bring the excluded communities in the mainstream of development, by involving the poor and disadvantaged groups themselves in the driving seat of development efforts. So, PAF seeks to o improve living conditions, livelihoods and empowerment among the rural poor, with particular attention to groups that have traditionally been excluded by reasons of gender, ethnicity, caste and location.

PAF is contributing on bringing the level of poverty down to 10 percent in 20 years in pursuant with the long term goal of Government of Nepal; and reduce poverty by half by the year 2015 as per the Millennium Development Goals (MDGs). With the recent addition of 15 districts, the total programme districts of PAF have reached to 55. Remaining 20 districts will be covered through poverty pocket approach.

PAF is financed by the Government through a succession of IDA grants from the World Bank.
